Alex Roylance - Director of Buildings and Grounds

Alex Roylance was born and raised in Springville and enjoys living here with his wife and three children. Alex started working for Springville City in 1982 as a Canyon Parks Seasonal Worker. Since that time, he has worked his way up through the ranks to become the Director of Buildings and grounds. Alex oversees Canyon Parks, Cemeteries, Facilities Maintenance, Parks, Urban Forestry, and the Winter Recreation programs as well as serving as the City Forester.
Alex graduated from Springville High and went on to receive an AS degree from UVSC in Biology and a BS degree from the University of Utah in Exercise and Sport Science/Coaching. Alex has continued to pursue his passion for trees and urban forestry. He is currently a Certified Arborist and Certified Municipal Specialist through the International Society of Arboriculture. Alex also served as President of the Utah Community Forest Council and is still active in the organization. For the past several years, he has been an instructor for the UCFC’s Arborist Apprentice program as well as teaching the Spring Arborist Series. Alex has helped train many of Utah’s urban forestry professionals and arborists.
Alex has had the pleasure of helping Springville develop and build Jolley’s Ranch, Rotary Park, Community Park, Hobble Creek Park, Clyde Park, Freedom Park, Spring Creek Park, Holdaway Park, and many other parks and open spaces. Over his many years of service to the community, he has been able to be involved in much of the development of our community. Alex has also been instrumental in helping Springville develop one of Utah’s leading urban forestry programs which has been modeled by several communities in Utah.
Alex looks forward to continuing to help Springville grow and remain one of Utah’s finest communities. Some of the projects that are in the future include completion of the Community Park, Wayne Bartholomew Family Park, Cherrington Park, and possibly someday a recreation center. There are also many improvement and completion projects in the Canyon Parks and in our City parks that are a priority. Alex enjoys serving his neighbors in Springville and helping our community grow.
Teresa Tipton - Executive Secretary

When you have questions about our department, Teresa Dalrymple Tipton is most likely the person you will talk to on the phone. She will also help you make your pavilon and campsite reservations. Teresa was born and raised in Soda Springs, Idaho. She moved with her family to Springville when she was in high school. She attended Springville High School her junior and senior years. She graduated from Springville High and also from Hollywood Beauty College, and had her own hair styling business for several years. Teresa served a mission for the LDS church in the Australia, Adelaide Mission. She married Allan Ruff Tipton and they have six children and ten grandchildren.
Teresa started her career with Springville City in 2000 in the finance department. She has since worked in Business Licensing, Parks and Cemeteries. She is now the executive secretary for the Buildings and Grounds Department, and her responsibilities include secretarial work, pavilion and campsite reservations, cemetery sales and burial arrangements, winter recreation support, and Notary Public services.

Kim Francom - Parks Superintendent
Kim Francom has worked for Springville City for fifteen years and has been the Canyon Parks Supervisor for the past four years. He was recently promoted to Parks Superintendent. He raised his family in Mapleton for 30 years and he currently lives in Levan, Utah with his wife Debbie and two grandchildren.
Kim has always had a great love for the outdoors and takes pride in keeping the parks, pavilions and campgrounds as nice as possible for our guests. He was previously involved with the city parks and recreation programs and values all the friendships and acquaintances he made.
Kim graduated from BYU with degrees in Recreation Management and Therapeutic Recreation. He was the program director at the National Ability Center before coming to Springville City, and has taught hundreds of disabled individuals to ski, ride horses, river raft, and generally enjoy sports and the outdoors. Kim has been a professional skier for 38 years and is a former world and national champion ski racer. He was also selected as the Outstanding Ski Patroller of the nation in 1983. Kim has taught skiing all over the United States and in several foreign countries. He still teaches part-time at Sundance. Kim is also an avid golfer and helped coach the SHS golf team for several years. Between hunting, skiing, working, and golfing, he can be found in the outdoors somewhere about 364 days of the year.
Kim's love of winter and the snow helped Springville City with creating the Jolley's Ranch Winter Recreation program in our canyon parks.Creating a place for our residents and guests from around the country to recreate in the winter has been a very successful addition to the services offered in our parks.
Mike Bartholomew - Cemetery Sexton

Michael A. Bartholomew is responsible for our beautiful cemeteries. He was born April 21, 1943 in Payson, Utah. Mike lived in Springville until 1949 when his family moved to a farm at the mouth of Hobble Creek Canyon. He attended schools in Springville and graduated from Springville High in 1961. He also achieved the rank of Eagle Scout that year. Mike served a mission for the LDS church in the Central Atlantic States Mission from 1962 to 1964. He married Barbara Jessee and they have eight children.
Mike graduated from BYU in 1969 with a Bachelor of Science degree. He started his career with Springville City in 1983 and became the cemetery sexton in April of 2000. He has been active in the community in the Springville Playhouse, the Shade Tree Commission, Parks Board and for a number of years he was over the safety training for City employees.
Shaun Orton - Facilities Manager

Shaun Orton is a fourth generation contractor with a B-100 contractor’s license. He is a certified facilities manager and an aquatic facilities operator. He has been a master handyman and general contractor for over 30 years. Shaun has lived in Springville for 15 years. He started working for Springville City in 1996 with the Streets Department. He was promoted to the position of Facilities Manager in 2003.
The Facilities Department takes care of all the City buildings from maintenance to cleaning. As a facilities department they are very proud of the work they do and they enjoy their jobs. Shaun enjoys working for Springville City. He is also over the vendor booths at the Art City Days festival and loves to see the different types of businesses, foods and crafts that are at the festival.

David Vincent - Canyon Parks Leader Worker
David Vincent has been employed with Springville City since 2009 and was recently promoted from Canyon Parks Lead Worker to the Parks Supervisor position.
David was born and raised in Provo, Utah and graduated from Provo High School in 1995. He is currently living in Salem with his wife and their two sons. David enjoys working and being in the outdoors, he is an avid hunter and fisherman. David enjoys camping, hiking and spending every moment he can with his family. Whenever the opportunity arises David dedicates his time to various organizations including the Department of Wildlife Resources, Utah Special Needs Fishing Derby and Habitat for Humanity.
David is a very dedicated employee and takes pride in the work that he does. In the short time that David has been employed with Springville City, he has received an Employee Service Award and played a great roll in the Springville Canyon Parks receiving several "Best of 2011" awards. David is also a certified playground inspector with the National Recreation and Parks Association. The parks have become a passion of his and he strives each day to improve their quality and beauty.
Gary DeHeer - Tree Maintenance Worker II
Gary DeHeer was raised in Provo, Utah and he graduated from Provo High School in 2003. He worked for Provo City for five years on the tree crew and in the parks department. Gary started his career with Springville City in 2006 on the tree crew. He is a certified arborist with the ISA (International Society of Arboriculture). He is also a certified tree climber and aerial lift specialist. Gary was one of the first five in the state to receive aerial lift certification.
Gary is married to SanDee and they have two children, a son and a daughter. He feels very fortunate to have his dream job working with trees. Gary's duties include maintaining facilities, parks, cemeteries and street trees. This involves planting, trimming, removing and tending to the individual needs of each tree.
Gary enjoys woodworking, hunting and hiking.
